Wrong bandwidth behaviour for OMASA 3 objects at 48 kbps with characterization items

Bug description

In one of the P800-19 (OMASA 2TC, 3-4 Objects) outputs from the concatenated files, the bandwidth extension behaves different between float and (full-chain) fx codec. The difference is audible and at least puzzling if not annyoing. This is happening for 48 kbps with decoding to BINAURAL.

Category c12 which is float enc -> fx dec does not have this, so it is either an encoder problem or an interaction thing.
