MASA 1TC, 64 kbps, DTX on: High noise-floor for FX Dec, 8 - 16 kHz

Bug description

The BASOP decoder produces a significant noise-floor between 8 and 16 kHz for MASA 1TC, 64 kbps, DTX on, see below. The noise-floor is DTX/CNG releated, it disappears when coding w/o DTX.
