3-ISMs: fluctuating buzziness sound

Bug description

When validating the experiment p800-11 there is a clear fluctuating buzziness sound in a5s04. The quality degradation seems to be coming from the FX encoder as it does not appear in the FL enc – FX dec conditions.

I put an example in BOX where conditions c20 and c24 correspond to FL enc – FL dec, while conditions c29 and c33 to FX enc - FX dec.
