severe noise in MASA 1TC in p800-14 Cat3

Bug description

Severe noise (similar to observed in #1996 (closed) ) in MASA 1TC decoder. Issue can be reproduced even without packet loss.

MASA 1TC does not call same masking noise function as #1996 (closed) and its possible that a similar issue is present in other variants of masking noise functions.
