Plops with transients with 7_1_4 McMasa at 64kbps appearing only in BASOP

Basic info

This appears in a characterization item. The plops appear at the mid channel and they appear only for the BASOP version as can be seen below. This seems to be an encoder issue, the issue does not appear with decoding the float bitstream with the BASOP decoder. Frame that the issue appears is frame 25 and 77
