Decoder crash with MC bitrate switching + JBM

Bug description
With attached (JBM processed) bitstream, the decoder crashes in a Segfault. This is one of the currently disabled testcases, so maybe this will be fixed by an upcoming porting MR and should probably better be investigated towards the end of porting. Since it is not clear if this is an actual blocker or just something that is not ported yet, will not put as Blocker for now.
