Assert in TD renderer for valid test model with large ITD values

When a custom HRTF is loaded from file, the TD renderer may trigger asserts if the scaling is different from the default scaling. The HRTF file loading should support dynamic scaling since it is allowed in the input file format.

The BASOP decoder triggers an assert when the test case ivas-codec-pc/ivas-codec!2396 is run.
