BASOP assert in EVS encoder

Bug description
When running the smoke test with the BASOP coded, there is a BASOP assert raised for the mode mono_b24_4_fb_cbr:
This happens directly in the first frame. The smoke test uses the stv files, but cut from second 1 to 2, the normal stv mono signal does not triggger this.
