Core-decoder initialization bandwidth

This is a follow up to #2251 (comment 101607), point 4:

The IVAS core-decoder is currently initialized to NB while the logic from EVS was used here. However, the minimum supported audio bandwidth in IVAS is WB and it should be reflected in the core-decoder initialization.
