Condition missing for IVAS GSC gain de-quantization when compared to floating point

Bug description

A condition is missing when decoding GSC gains in IVAS fix-point. This can cause quality degradation for the lowest bit rate of the GSC and can cause inter-operability issues with when the encoder is float and the decoder is fixed point.
