Missing HF synth reset for output at 16 kHz

In the case of core switching, the so-called zero-bit BEW (handle st->hBWE_zero) is not reset in IVAS when the output is sampled at 16 kHz. This is a bug, and the current IVAS BASOP condition diverges from FLP and also from the EVS BASOP condition.
