AGC memory reset missing in SCE coding

When comparing the decoder core switching in the function core_switching_pre_dec_fx() vs. core_switching_pre_dec_iva_fx(), the AGC memory reset is

• always executed in EVS
• executed in all element modes in IVAS FLP
• executed in TD and DFT stereo in IVAS BASOP

It looks to me that it should also be executed in SCE and MDCT stereo element modes in IVAS BASOP to align it with IVAS FLP.
