Align pre_proc_ivas() between FLP and BASOP

The structure and calling of the function pre_proc_ivas() are different between FLP and BASOP. Main differences are:

exception for SBA in the function call
difference around calling configureFdCngEnc()
obsolete buffer init. operations in BASOP

The goal is to align FLP and BASOP codes for the pre-processing.
