[regression] Energy loss in onset in ISM1 EXT decoding

Bug description

Regression in ISM1 EXT decoding. Test case test_param_file_tests[ltv-1 ISM with metadata at 13.2 kbps, 48 kHz in, 48 kHz out, EXT out] goes from MLD 0.88 to MLD 8.4. Only guessing what is the problem, but a notable energy loss can be seen at e.g. 01:48.3.
