Unused function bands_and_bit_alloc_fx(), table GSC_freq_bits_fx[]

Bug description

The function bands_and_bit_alloc_fx() and corresponding table GSC_freq_bits_fx[] are currently unused in the code. They were replaced by _ivas-equivalents.

Would be good to remove them.
