[Regression2553] Artifact in HOA3, Bitrate Switching

Bug description

Seems that MR !2553 (merged) introduced another audible "plop" for an HOA3 bitstream with bitrate switching which wasn't there before and is not present in float:

Occurs at approx. 120s.
