Harmonize function pair tcx_scalar_quantization_fx()

The functions tcx_scalar_quantization_fx() and tcx_scalar_quantization_ivas_fx() look like they can be harmonized.

If possible they should be made into a function with this name tcx_scalar_quantization_fx()
