OSBA decoder crash

The decoder crashes with an assert in OSBA mode. The command lines are.

This issue is also present in the tag 20231128_Update_Ittiam of the floating-point code but has been fixed on main. The corresponding issue was ivas-codec-pc/ivas-codec#908 (closed) .
