Precision handling in ivas_svd_dec.c

In the file ivas_svd_dec.c, few functions like GivensRotation and ApplyQRTransform have divisions where we observed that there was decision logic based on output of division. We feel it might be helpful if basop provides higher precision for division. We are checking alternatives, but if there are any suggestions, please let us know.
