No complexity numbers for IVAS-internal EVS implementation shown in automated complexity measurements

Currently, only the decoder is measured in automated complexity jobs. For the StereoEVSDMX mode, this means that only the EVS part of IVAS is run (downmix only happens in encoder). The reported numbers are very low, see here: https://sa4.3gpp.org/audio/ivas-basop/complexity-StereoDmxEVS-stereo-in-mono-out-public/index.html. It seems that there is either no instrumentation for the EVS part or something else goes wrong. We need to check if this is the result of an error in the CI scripts or simply missing in the IVAS-internal EVS decoder.
