LF issue when switching from TD stereo to FD stereo during a FER at 24.4 kbps

with d4fc334d and this bitstream :

we can see a discontinuity when the core coding mode changes from HQ to TCX AND a frame is lost.

This has to be fixed, but I tagged it as minor because the probability for it to happen is low (compared to other issues)
