[Do not fix yet] Discrepancy between BASOP and float ref for MASA rate switching combined with FER

Bug description

There is a discrepancy between BASOP and float ref showing a large MLD diff (over 25 with various outputs). However, the BASOP version actually is better and there is a clear glitch in the float ref. This glitch is also present in the current IVAS PC main and is documented in IVAS PC issue 1214. Thus, this issue is just to document the presence of discrepancy and ideally this issue should be first fixed in float. Let's change the status and description once float side is solved.
