Switching artifacts worse in LTV MASA 2TC DTX FER WB to BINAURAL

# Bug description
With a somewhat specific combination, switching seem to be a bit worse in BASOP than they are in float reference. The combination is:
- MASA 2TC
- Output BINAURAL
- Bitrate switching (attached profile)
- DTX
- FER
- max_band == WB
- Output FS 16 kHz
Here is a diff figure to float ref. Best example is marked at 94 seconds.

# Ways to reproduce
Using existing files (LTV and delay error profile) and attached rate switching pattern, replicate with following commands
