Enable -force TCX10|TCX20 on the encoder command-line in DEBUGGING mode

The `-force TCX` encoder command-line option currently enforces the `TCX20` submode by default. The task is to enhance this functionality by allowing the explicit enforcement of either the `TCX10` or `TCX20` submode.
