the noise sounds very different with the fixed and floating-point encoders

Most likely this is a DTX specific issue. The only combination that sounds different is the FX encoder with DTX. With the float encoder, the DTX and non-DTX outputs sound very similar. Probably the float encoder does not classify this part as inactive but the fx encoder does.
