Fix options.h defines with prefix MERGE_REQUEST
# Basic info
In lib_com/options.h there are three defines which cannot be deactivated at the moment:
1. MERGE_REQUEST_1378_SPEEDUP_ivas_mc_param_enc_fx_NONBE
2. MERGE_REQUEST_1472_SPEEDUP_ivas_mc_param_enc_fx_NONBE
3. MERGE_REQUEST_1564_SPEEDUP_ivas_dirac_dec_output_synthesis_cov_param_mc_synthesise_slot_fx_NONBE
1. and 2.: Because this would crash the encoder
3.: It is being overwritten later
