LF issue when switching from TD stereo to FD stereo during a FER at 24.4 kbps

with d4fc334d and this bitstream : [P800-7-c2_-stereo_24400_48_eid.zip](/uploads/8c5077540325828bf8a7f98a3f0c5f6b/P800-7-c2_-stereo_24400_48_eid.zip) we can see a discontinuity when the core coding mode changes from HQ to TCX AND a frame is lost.
