Addressing duplicated bitstream and VUI constraints between decoding capabilities and operating points

Contributions starting at SA4#132 pointed to duplicated bitstream and VUI constraints between decoding capabilities and operating points. At SA4#132 it was discussed that these are a result of spec development and need to be addressed. This is still open. One issue is that some bitstream constraints such as interlaced may be considered impacting the decoding capability.
