Clarification to UE initiation for Connection Setup

Lian Araujo requested to merge clarification_to_UE_initiation_for_Connection_Setup into main

Reason for change: The current wording in section 6.1.1.2 states that "The UE initiates" a certain procure. But this may be confused with other initiation procedures. To avoid confusion, the word "initiates" should be changed to "starts".

Summary of change:

  • updated the word "initiates" is changed to "starts".

Inter-operability: If the UE is implemented according to this CR and the NW is not, there is no inter-operability issue. If the NW is implemented according to this CR and the UE is not, there is no inter-operability issue.
