MR for adding CR template in markdowm format

GuoYinghao (Huawei) requested to merge guoyinghao/ran2_trial:main into main

Grabbed the css from html coverted from CR-template.docx. Still quite a lot of redundancies but hope it can be used for the discussion we had on the CR that can be extracted from MR.
