Unify complexity measurement CI code

Complexity measurement job definitions for BASOP need to be revised.

  • use output modes as in float (EXT was omitted for most because not supported back then)
  • float reference numbers need to be obtained from float repo

In same course, unify the complexity measurement job definitions and share them between the two CI configs.
