Split rendering wihout head-tracking command-line

When running the decoder with the split rendering binaural output config. and without a head-tracking file, i.e.

ivas_dec.exe binaural_split_coded 48 bit syn

it exits with the following message:

IVAS_DEC_FeedHeadTrackData failed: Unexpected NULL pointer

What is the intended behavior here:

  1. Does head trackability always need to be provided? If so, I suggest printing out such information as part of the exit message.
  2. Does the command line above translate to 0DOF? If so, the decoder logic would need to be updated to run.

Note: the -T File is not described in Readme.txt as the ISAR_post_rend command-line option parameter. See also #1224.
