OSBA LTV ISM metadata have unintended duplication

Similar duplication to what was fixed for STV combined format ISM metadata files in MR !2165 (merged), is also present in LTV OSBA ISM metadata files. That is, all ISM metadata are identical within one number of ISM combination.

Additionally, the metadata in ISM is quite similar to what is in STV vectors and it would be probably good to review if this is desired. For example, the OMASA metadata files in LTV are geared more toward listening in addition to testing the coding.
