Harmonize AUDIO_CONFIG with IVAS_REND_AudioConfig

Follow-up to #451 (closed)

The following types should be merged into one:

• lib_rend.h: IVAS_REND_AudioConfig
• ivas_cnst.h: AUDIO_CONFIG

Doing so will save the need for conversion functions.
