Reason why this change is needed
- Decoding to EXT in OMASA and OSBA is broken and RenderConfigReader_read() is called twice.
Description of the change
- Restore MD decoding to EXT in OMASA and OSBA, remove duplication of RenderConfigReader_read(), and formal improvements around 5ms API.
Affected operating points
- Affects metadata output files in EXT output config. in OMASA and OSBA formats.
- Bitstream is BE.
