Reason why this change is needed

Fix for crashes at decoder for all OSBA modes that are coded with 256kbps and WB/SWB.

Description of the change

This is caused from configuring the CPEs and MDCT stereo within MCT with different bitrates. The fix syncs the bitrate for configuration, which restores functionality for these cases.

Affected operating points

  • OSBA modes with 256kbps WB and SWB including bitrate switching
  • Produced bitstream is non-BC. Old decoder cannot decode the produced bitstream correctly.
