[non BE] Implement JBM for OSBA

Reason why this change is needed

in main, JBM is not supported with OSBA. BINAURAL_ROOM_IR output is not supported with OSBA at all

Description of the change

implement JBM for OSBA and BINAURAL_ROOM_IR output for OSBA

Affected operating points

• affected operating points
  • OSBA with JBM
  • OSBA with BINAURAL_ROOM_IR
• Produced bitstream is BE compared to previous state, no encoder changes made
• The modes implemented here were not supported before --> non-BE
