decoder crash for OSBA to MC output

Description of the change

allocated the correct number of TC buffers to store all decorrelator channels

Affected operating points

OSBA to MC decoding encoder is not changed, so the bitstream should be BE the output is not BE (as it was not produced before the patch at all)
