Reason why this change is needed
decoder crashes with OSBA decoding to FOA and HOA2
Description of the change
set enc_param_start band to the correct value when switching from HO-DirAC back to FO-DirAC
Affected operating points
- OSBA with higher order SBA input
- Produced bitstream is BE compared to previous state, no encoder changes
- the output is not produced without this fix at all --> non-BE
