[Non-BE] Resolve "Msan error in SBA BR switching with dtx in FOA encoding"

Reason why this change is needed

  • Msan error in SBA BR switching with dtx in FOA encoding.

Description of the change

  • Fix TCX core-coder reconfiguration in SBA modes with bitrate switching and DTX.
  • Reconfig due to bitrate switching is now done not during but right after a period of NO_DATA frames.
  • Also includes an indirectly related fix for ISM modes with DTX and bitrate switching which causes slightly non-BE output.

Affected operating points

  • Not BE but BC.
  • BE for SBA modes.
  • Non-BE for ISM modes with DTX and bitrate switching where a reconfig is now correctly triggered causing very small differences in bitstream and output.
