Reason why this change is needed

ivas_dec() and ivas_jbm_dec_tc() are not in sync. A cleanup for the discrete LFE handling in MC was not carried out in ivas_jbm_dec_tc()

Description of the change

Remove the init of hTcxConfig from ivas_jbm_dec_tc() because it is no longer necessary.

Affected operating points

• JBM MC MCT decoding
• Produced bitstream is BE compared to previous state.
