[Non-BE] Resolve "JBM SBA: AGC and PCA run twice for MONO and STEREO output"

For MONO and STEREO output the AGC and PCA processing is run twice because of a wrong condition.

• SBA JBM MONO and STEREO output
• Produced bitstream is BE compared to previous state (no encoder changes´).
