[Non-BE] Resolve "JBM MASA: CNA and CNG not in sync with non-JBM decoding"

Reason why this change is needed

CNG and CNA handling is not in sync for decoding MASA with JBM compared to non-JBM decoding

Description of the change

Copy behaviour of non-JBM MASA decoding for JBM MASA decoding, fix allocation of TC buffers.

Affected operating points

• JBM MASA decoding
• Produced bitstream is BE compared to previous state (no encoder change).
