Reason why this change is needed

Fixing discontinuities in mono output for transition frames from DTX to active frames.

Description of the change

A buffer is synchronized between the two channels in the first active frame after DTX before applying the TCX-LTP filter and the downmix.

Affected operating points

  • Produced bitstream is BE compared to previous state as changes are only in decoder
  • Output is non-BE for MDCT-Stereo with DTX and mono output. Everything else should be BE.
