[Non-BE][split-non-BE] SBA : fix at very low bitrates for band mapping in DirAC decoder

Reason why this change is needed

Description of the change

  • DirAC band mapping at VLBR is fixed by mapping first MD band to 11-25 CLDFB bands and second MD band to 25-60 CLDFB bands

Affected operating points

  • SBA 13.2 kbps and 16.4 kbps. When output format is not equal to MONO or STEREO or FOA.
  • Produced bitstream is BE compared to previous state.
  • Output is non-BE.
