[non-BE] fix noise seed handling in ism cng

Reason why this change is needed

  • The handling of noise seeds in ISM CNG is not done as intended which leads to incorrect coherence between dominant and non-dominant objects in the synthesized comfort noise.

Description of the change

  • Synchronization of the common noise seed is added and assignment of common and individual noise seeds is corrected.

Affected operating points

  • Encoder/bitstream is BE
  • Decoder is non-BE for discrete ISM DTX for >1 object
