[CI] Fix planar sba modes in ivas modes json

Jan Kiene requested to merge ci/fix_planar_sba_modes_in_ivas_modes_json into main

The argument for planar SBA modes in scripts/config/ivas_modes.json is wrong (no - before the sba order number). Thus, all corresponding tests never actually ran planar SBA modes, but the normal SBA modes. Also, planar SBA modes for OSBA are missing and will be added with this MR.
