Added tests/test_param_file_ltv.py which uses self_test_ltv.prm

norvell requested to merge ci/add-test-for-ltv into main

Adding tests/test_param_file_ltv.py to be used in IVAS BASOP. This should have no impact on the CI in IVAS PC, since it is not used. The separate test file allows the test to be run together with the test for self_test.prm which uses the short test vectors.
