[BASOP CI ] Fix parse_mld_xml.py to give MLD=0 for passing test cases

BASOP CI fix: Fix parse_mld_xml.py to give MLD=0 for passing test cases. This was the behavior for parse_mld.py based on the HTML report, so this MR restores this functionality.

Not used in PC repo.
