[CI] increase timeout in scheduled sanitizer tests and fix triggering of new schedule

Ci only change.

Some of the long sanitizer tests ran into the per-testcase timeout, see: https://forge.3gpp.org/rep/ivas-codec-pc/ivas-codec/-/jobs/224447. Timeout is increased now.

Also, the new ltv sanitizer schedule that runs the self_test_ltv.prm file was not triggering, now it is.

Finally, for even laziereasier filing of sanitizer issues 🌴 - add separate issue templates for Msan, Asan and Usan.
